LAWTON – A professional assessment of pavement conditions throughout Lawton will be performed prior to the expenditure of millions of dollars on street repairs and preventive maintenance projects.

The 2019 Capital Improvement Plan included $18 million for improvements to arterial streets and $10 million for maintenance of roadways, Public Works Director Larry Wolcott noted.

“In order to help prioritize needed street improvements and maintenance activities, it is desirable to retain professional services for pavement condition assessment and data collection throughout the city,” Streets Superintendent Cliff Haggenmiller said.

Lawton has approximately 862 miles of streets, City Manager Mike Cleghorn told the Ledger. Conditions of streets throughout the city will be evaluated, said Tiffany Martinez Vrska, the city’s community relations director.

The assessment will include data analysis of street pavement attributes such as cracking, rutting, roughness, distortions, base condition, etc., Haggenmiller said.

The data collection will be performed by specialized 3D laser scanners and deflection testing equipment, he said, “and will provide an objective method to calculate pavement condition index values for all streets.” Those values will be used to create multi-year pavement rehabilitation strategies and prioritized paving management plans, Haggenmiller said.

City staff will prepare and issue a request for proposals on the project.
