Tax Commission has new exec

OKLAHOMA CITY – Doug Linehan, a finance/ accounting specialist, is the new executive director of the Oklahoma Tax Commission. He began his administrative duties Monday.

“Our agency is excited to welcome Doug Linehan as the new executive director of the Oklahoma Tax Commission,” said Commissioner Shelly Paulk, Chairman of the Oklahoma Tax Commission. “His extensive leadership experience and expertise in tax operations make him exceptionally qualified for the role,” said Commissioner Shelly Paulk, who chairs the OTC.

Linehan joins the OTC with 30 years of global finance and accounting experience. He served as the chief accounting officer for Paycom Software before being promoted to director of tax operations. Previously he was the chief accounting officer at MolyCop and senior vice president of finance at ConAgra Foods.

Linehan is a Certified Public Accountant and received his bachelor’s degree in business administration from Oklahoma State University.

Linehan succeeds Jay Doyle, who held the Tax Commission reins for about 22 months.

Doyle had been president and CEO of A-Tech Paving for nine years when he was hired in September 2019 to serve as executive director of the Tax Commission. Doyle succeeded Tony Mastin, who joined the McAfee & Taft law firm in Oklahoma City in 2019 following his retirement from the OTC after 35 years of service, the last 12 as executive director.

Doyle, in turn, was tapped by Gov. Kevin Stitt in July 2021 to oversee technology solutions intended to resolve a severe backlog in driver’s licenses and identification cards. Doyle moved to the state’s Office of Management and Enterprise Services.

An interim management team comprised of four senior employees managed daily operations at the Tax Commission after Doyle’s departure until Linehan was hired as the agency’s new director.
