CATOOSA – Paul Hood was eating at a Tulsa restaurant Tuesday evening when he got the idea. That night, as the coronavirus was spreading across Oklahoma, Tulsa Mayor G.T. Bynum ordered the city’s bars and pubs to close immediately.
