OKLAHOMA CITY – Voters in Arkansas on November 3 approved a permanent extension of a half-cent sales tax for highway construction and maintenance, plus a proposal to relax term limits for legislators. But Arkansas voters rejected new restrictions on ballot initiatives by a margin of 55% to 45%.
