Chickasha council approves plat for subdivision phase 1

The final plat for Phase 1 of Enclave Estates, a housing addition of 40 lots on almost nine and a half acres in southwest Chickasha, was approved by the City Council.

The subdivision is located south of West Grand Avenue and west of South 29th Street. The applicant was Cubit Development Group based in Wilmette, Illinois, and the landowner is McNatt Rentals of Ninnekah.

Blueprints show there will be 17 lots ranging in size from 6,000 to 6,887 square feet, nine lots of 7,066 to 7,888 square feet in size, eight lots varying from 8,276 to 8,919 square feet, three lots encompassing 9,184 to 9,524 square feet, two lots of a little more than 11,000 square feet, and one 13,270 square-foot parcel.

Chickasha’s Planning Commission approved the final plat on April 8. The plans also were reviewed and recommended for approval by Hudson Prince engineering and inspection company.

The single-family, one-story houses will be rental units owned by McNatt Rentals of Ninnekah, records indicate. A letter dated Jan. 23, 2025, shows the owner applied to the Oklahoma Housing Finance Agency for a federal Low-Income Housing Tax Credit on the project.

Three-fourths of the houses will be reserved for families whose income is 60% or less of the Area Median Gross Income. Three units will be reserved for families whose income is 30% of the AMGI, 24 houses will be set aside for families at 60% of the AMGI, and three units will be reserved for families at 80% of the AMGI.

In response to a question from Councilman Clark Southard, Loyd Spaugy with the Crafton Tull architecture, engineering, and surveying firm said they expect to have “movement” at the site by the end of December.

In a related matter, the council accepted an “irrevocable standby letter of credit” for $1,375,000 issued by Horizon Bank of Waverly, Nebraska, for the Enclave Estates development. The purpose of the letter “is that if the developer decides not to finish the project, then the city will receive a check” to complete the work, newly appointed Community Development Director Jessica Green said.

The residential development is ultimately expected to be a subdivision of 74 residential lots on 16.73 acres.

Enclave Estates will be bounded by South 34th and South 37th streets, and by West Mississippi Avenue and Enclave Drive, according to engineer/surveyor Kendall W. Dillon, senior vice president of the Oklahoma City office of Crafton Tull.

When preliminary plans for the entire subdivision were reviewed by the council in October 2024, Councilman Charlie Burruss wondered whether the water demands and wastewater production from the housing addition would impose a burden on the city’s water and sewer systems. “Our contribution to those will be minimal,” Dillon said.

In addition, City Hall planned to perform some rehab work on the 29th Street sewage lift station, former Community Development Director Rachel Bernish said.

Cubit Development Group is the project developer, Dillon told Southwest Ledger.
