LAWTON - Carl Gray brings more than 10 years of experience in the Public Utilities field to the City of Lawton and was most recently employed by the Oklahoma Rural Water Association. He was also formerly a superintendent at the Southeast Water Treatment Plant in Lawton.

“I have an interest in Lawton – the community, the people and area as a whole,” Gray said, “and I’m very much looking forward to beginning work.” As Deputy Director of Public Works, Gray will perform a variety of complex administrative, technical and professional work in planning, organizing and managing various divisions. He will directly supervise treatment plant superintendents, develop long-range and short-range plans for his department, coordinate with private contractors and aid in other duties as assigned by Public Utilities Director Rusty Whisenhunt.

City departments were restructured for organizational and economical purposes at the start of FY 2019/20, under the leadership of City Manager Michael Cleghorn. This resulted in the consolidation of the Water/Wastewater Department, moving those divisions beneath Public Utilities, and the creation of the deputy director position.
