From staff reports OKLAHOMA CITY – Gov. Kevin Stitt ceremonially signed House Bill 3673 into law last week, which supports the health and well-being of military personnel. He originally approved the measure in April.
The act, authored by Rep. Nicole Miller (R-Edmond), establishes the Oklahoma Tricare Reserve Select Reimbursement Program. It’s designed to provide grants to military members on state active duty orders for more than 30 days. Eligible personnel will be reimbursed for the cost of purchasing the insurance coverage, which will benefit both the service members and their immediate family members.
“This legislation represents our commitment to the men and women who serve our state,” she said. “By alleviating the financial burden of healthcare costs, we are ensuring that they can focus on their vital duties without worrying about the health and well-being of their families.”
Miller was originally elected to the state House of Representatives in 2018 and recently won reelection outright in the June 2024 Republican Primary Election. She was an Air Force military spouse and worked with the Oklahoma National Guard and the Oklahoma Department of Veterans Affairs after she and her husband moved to Oklahoma City.
She said the insurance grant reimbursement program will be a critical resource for those who serve on extended state active duty, providing essential healthcare coverage and peace of mind.

It is always an honor to come together in support of our service members and to celebrate policies that serve those who have served us,” said Sen. Brenda Stanley, (R-Midwest City) who co-authored the bill. Her district includes Tinker Air Force Base.
The program, which takes effect Nov. 1, will be administered by the Oklahoma Military Department.
