Walters man faces new drug charges

OKLAHOMA CITY – A man convicted twice in Florida on federal charges of peddling methamphetamine has been indicted in Oklahoma City federal court on two counts of selling the addictive stimulant in Stephens County last year.

Frederick Grant Ballard, 53, a Native American who lists an address in rural Walters, was indicted May 4 on charges of distributing methamphetamine in Stephens County on June 25 and July 7, 2020.

He also was charged in Garfield County District Court on May 17 with conspiracy to traffic in narcotics, the Oklahoma State Courts Network reflects.

Ballard, then living in Okeechobee, Florida, pleaded guilty in 2003 in a Florida federal court to a charge of conspiracy to possess methamphetamine with intent to distribute. He was sentenced in late 2003 to three years in federal prison, 100 hours of community service, and was ordered to submit to drug/ alcohol and mental health treatment.

Three years and one day later Ballard was indicted in another Florida federal court on charges of distribution of methamphetamine and being a felon in possession of two rifles.

He pleaded guilty, and in 2007 was sentenced to 57 months in federal prison and was directed to participate in a 500-hour “intensive drug treatment program.” Ballard appealed the sentence but a U.S. Court of Appeals affirmed the judgment in 2008.

Jurisdiction over Ballard’s three-year probationary supervised release was transferred to the Western District of Oklahoma in 2012.
