Dick Lowe The School Security Revolving Fund was addressed in HB 3404, authored by Lowe. It would amend the current statute and allow unexpended funds to be directed and allocated to school districts for certain security enhancements and limit the amount of allocation per district. The measure passed the House Appropriations and Budget Education Subcommittee and is recommended to be heard by the full committee with the emergency flag.

HB 2197, also authored by Lowe and co-sponsored by Sen. Paxton, would create the Waters and Water Rights Modernization Act. A portion of the bill text states that permit holders will be required to report their annual water use to the Oklahoma Water Resources Board in a manner provided by the Board. Failure to report annual water usage could result in the cancellation of the permit.

Among other points, it also specifies that to the extent that the water authorized is not put to beneficial use as provided by the terms of the permit, that amount not so used shall be forfeited by the holder of the permit and shall become public water and available for appropriation.

Lowe represents District 56, which includes Caddo, Canadian and Grady counties. He has authored or co-sponsored 35 bills in the current legislative session.
