OKLAHOMA CITY - Former Gov. Mary Fallin appointed all three commissioners serving on Oklahoma’s Workers’ Compensation Commission.

Chairman Mark Liotta, a Republican, is a native Tulsan who was appointed to the WCC four years ago. Liotta previously served 10 years in the Oklahoma House of Representatives, spent seven years in the Oklahoma Army National Guard, and worked for a construction/ manufacturing company for 18 years.

The other two commissioners are Jordan K. Russell and Megan Tilly, both of Oklahoma City.

Tilly previously managed the multi-county grand jury unit of the state attorney general’s office; the grand jury investigates and prosecutes crimes across the state, including public corruption, white-collar crime and government. Tilly assisted the workers’ compensation, insurance, and Social Security fraud unit of the AG’s office in criminal fraud investigations through legal research and counsel.

Before working for AG, Tilly was an assistant district attorney in the Ninth District, handling all felony drug cases in Payne County and prosecuting all types of felonies in Logan County.

Russell is an attorney who joined the WCC after serving three legislative sessions as policy director and counsel to then Speaker of the Oklahoma House Jeff Hickman. Prior to his time at the State Capitol, Russell had a law practice in downtown Oklahoma City. He also previously served as a legislative assistant to Oklahoma’s U.S. Congressman Frank Lucas in his Washington, D.C. office where he worked on issues involving healthcare, labor, Social Security, disability and ERISA.
