DUNCAN - The Duncan Public Utilities Authority recently received approval for a $20,446,000 loan from the Oklahoma Water Resources Board to improve the Authority’s wastewater infrastructure.
Construction of improvements to the wastewater system will be financed by the Oklahoma Clean Water State Revolving Fund program.
The Authority will utilize the funds to begin a citywide multi-phased project to address inflow and infiltration into the system. This will include rehabilitation of 402 manholes, replacement of 107 manholes, rehabilitation of 24,731 feet and replacement of 10,539 feet of sewer lines.
The second phase will consist of a sewer system evaluation survey with an expected rehabilitation and replacement of an additional 153 manholes and 28,000 feet of sewer lines. These improvements will help to reduce unintended flows to the wastewater treatment plant.
Joe Freeman, Chief of the OWRB’s Financial Assistance Division, calculated that the Authority’s customers will save an estimated $6,501,000 over the life of the 30-year loan compared to traditional financing. The CWSRF loan will be secured with a lien on the revenues of the Authority’s water, sewer, electric and sanitation systems.

The CWSRF program is administered by the Oklahoma Water
Resources Board with partial funding from the U.S. Environmental Protection Agency. The CWSRF program has provided approximately $1.7 billion in water quality loans to provide communities the resources necessary to maintain and improve the infrastructure that protects our valuable water resources statewide.
Since 1983, the Oklahoma Water Resources Board has approved over $4.4 billion in loans and grants for water and wastewater infrastructure improvements throughout Oklahoma.
